Allows to add constraints on elements of a sketch

General philosophy :
This function works the same way than the classic constraint function.
Available option(s):
In the sketch mode, it is possible
to create some more constraint than with the classic function.

A point with a point => the points are superposed.
A point with a line => the point is placed on the line or on its continuation.
A line with a line => The lines are positioned on the same alignment

Concentricity between two circle or arcs.
