This criterion is evaluated exclusively on 3 node plate elements, 6 node elments, 4 and 10 node tetrahedons.
Stretch factor is the ratio between the radius of the circle (or the sphere) prescribed into the element over the maximum edge length found on the element.
For a triangular surface element (middle points are ignored) stretch factor is :

For a tetrahedron stretch factor is:

Criterion bounds are : [ 0 , 1 ].
Criterion ranges :
Element is good if criterion > 0.33
Element is allowed if criteria value ranges from 0.165 to 0.3
Element is bad if criterion < 0.165
Limits are evaluated on the basis of elements where length ratio ranges from 5% to 10%.
