Rapid Plane Clearance is added to the Z value of the top of the part geometry in order to set the default value for Rapid Plane.
For example, if the top of your part geometry is at a Z value of 3 and you set Rapid Plane Clearance to 1, then Rapid Plane on the Cut Control tab defaults to 4.
