3D Offset operations measure the Increment value as follows (side view)

This setting changes to Increment or Scallop Height, depending on whether you set Step Type to Scallop or Increment. Unlike other cutting operations, the 3D Finish operation measures the Increment in 3D. This ensures an even scallop height, whether set Step Type to Scallop or Increment. In the following illustration, the 3D Offset operation and the Planar operation have the same increment value. The difference is most visible on the steepest areas. |
