The prism layer settings for a given mesh can be set on a region-wide basis. The option to activate them is provided via the Mesh Conditions node, located within each region node that exists. Three choices are provided:

By default, the Customize Prism Mesh node is set to Use Default Values, indicating that it will have no influence on the meshing process - settings made on the boundary and/or continuum level will be used instead.
If the Specify Custom Values option is selected, additional property nodes are activated in the Mesh Values node which allow region specific prism layer settings to be made.

Selecting the Disable option will disable the prism layer generation for the region and ignore the global settings under the Reference Values node. However, if Specify Custom Values have been used for any of the boundaries then prism layer generation will be done for these boundaries only.
For multi-region interfaces, the interface prism layer option supersedes the region level setting for these boundaries and provides an additional level of control on whether prism layers are to be made or not. For example, even though the generation of prism layers has been disabled for a region, prismatic layers can still be generated for boundary interfaces using this option using values specified at either the boundary or global level.
You should also note that the region type specification, namely fluid, porous or solid, has no influence on the behavior of the prism mesh settings.
