In a part or assembly, right-click the Annotations
folder 
and select Insert
Annotation View.
In the PropertyManager:
Allows you to manually create an annotation view in a model. You can also create annotation views automatically.
To manually create annotation views:
In a part or assembly, right-click the Annotations
folder and select Insert
Annotation View.
In the PropertyManager:
Under Annotation viewing direction, select:
View orientation. Select a pre-defined view orientation (*Front, *Back, etc.).

Selection. Select a face or plane to define the annotation view. Select Flip direction to change the annotation view to the opposite direction from that shown in the preview.

Under Horizontal
Direction, click in Direction
Reference and select a sketch, edge, or face, or move the slider
to set the horizontal orientation of the view. You can also type a value
for Angle made with view horizontal,
and flip the direction 180
Under Preview, click Orient View to see the model in the selected orientation.
Click 
to create the annotation view, or click 
to
move existing 3D annotations to the
new annotation view.
