Any Part numbers in the PCF or IDF will be kept, or if none exist, then
Part numbers will be assigned by ISOGEN, during import and kept. Part
numbers assigned on import will use the SGImport style settings.
Any Part numbers in the PCF, IDF, or which were assigned during import
by ISOGEN, and will be cleared.

This is equivalent to the I-Sketch and SPOOLGEN's Tools>Part Numbers>Clear
menu command.
