In Flat Shade mode, polygon surfaces are drawn as shaded facets with basic material attributes, but with no textures. To see a mesh as Flat Shaded you must deactivate the Smooth Shade option from the Viewport settings. With the 3D viewport selected press the "O" key to see the Viewport Options as a popover control or click on the "pill" button that displays the current drawing style such as a Texture or Advanced GL and choose Properties. On the Properties dialog you can toggle the Smooth Shade option to activate or deactive smoothing.
This shading option is only relevant to the following drawing styles; Shaded, Texture, and Shaded Texture. All other views are dependent on the Material settings for smoothing. Of course, if the Smoothing amount on the Material is set to 0% the Smooth Shading flag becomes irrelevant.
