Step   

Execute Curve >> Edit >> Deform command as follows:
1. Select Curve >> Edit >> Deform from the menu or click the corresponding icon from the Curve toolbar.
2. Left mouse button click to select a curve to deform. Its control points are displayed.
3. While holding down Shift key and left mouse button, drag mouse to define the region of control points to be deformed. Click the right mouse button to show the following popup menu.
Pause is used to temporarily stop the current command and change to input ready state
Deform With Brush enables a user to select the region to be deformed with a yellow circle. Uncheck this option to use one of Selection Modes ( Select >> Mode >> Line / Rectangle / Circle / Freehand / Paint Brush ) while drag mouse with left mouse button and Shift key holding down. To unselect arbitrarily selected control points, reselect them with  left mouse button and Ctrl key holding down. Also uncheck this option to use Fix All Control Points, Unfix All Control Points, and Fix End Points option.
Fix All Control Points makes selected control points unselected. Unfix All Control Points makes all control points selected. Fix End Points makes all control points except two end control points selected.
Move On Polygon option makes the curve deformed on the polygon. Uncheck this option to use Use Manipulator option.
Use Manipulator option enables a user to use manipulator.
If Sync Seam Points is checked, the seam point of a closed curve will remain as seam point while it is under deformation.
If C1-continuous Closed Curve is checked, C1 continuity of the being deformed curve will be kept.
4. While holding down left mouse button, drag selected control points to desired position. The dragged control points are translated on the plane of screen view if Move On Polygon is unchecked. The color of the selected control points becomes white.
5. Press Done or ESC key or icon to finish.
