Tools > Launch External launches the external program that was previously configured by the Administrator at Tools > Options > General > Directories > External Application. The external program can be batch-oriented or interactive. Typically, Launch External is the last step of a recorded macro, preceded by a File > Save operation, so that the launched program can perform additional processing on the saved file. Tools > Launch External starts the external application that is named at Tools > Options > General > Directories > External Application.
