There are two types of rest material that can be left on a model. Each type requires a slightly different approach to removing the remaining stock.
Rest Machining Open Areas
Uncut stock is left in open areas such as corners where the roughing tool becomes tangent to the two sides.
When rest machining into the corner the tool can feed down to the cut depth, then move onto the rest area.

Rest Machining Closed Areas
Uncut stock remains where the tool diameter cannot machine any deeper as the draft pocket wall closes down, e.g. when roughing an inverted dome a flat-bottomed tool cannot reach the base.
A closed machinable area is also produced when the top of an island has stock remaining where the cut increment did not match the height.
The rest machining can be treated as an areaclear cycle.
