In the Design toolbar click Radius Arc.
To create 4 holes

In the Arc dialog that appears click in the Radius box and type 10. Click OK.
Move the cursor over one of the '+' points, and when the box appears click to place the circle.
Repeat step 3 for the other 3 points. After the
last circle right-click to
finish the command.
