You can create your own toolbars. As soon as you create the toolbar, it appears undocked within the Graphics Area. You can then work with the toolbar as normal; you can dock it and add buttons to it, for example.
To create a toolbar:
Right-click on any toolbar.
In the subsequent shortcut menu click Customise to open the Customise dialog.
Click on the Toolbars tab title.
