On the Geometry toolbar, click on the 
button, then the 
button.
Select the first curve that the new curve is to be tangential to.
Select a point on the first curve closest to the desired tangent.
Select the second curve that the new curve is to be tangential to.
Select a point on the second curve closest to the desired tangent.
The resultant curve will be highlighted.
