On the Geometry toolbar, click on the 
button, then the 
button.
Select coordinate frame type.
Select a point that lies on the Z axis of the coordinate system.
Select a point that lies on a plane formed by the Z axis and the desired X axis..
The new coordinate system will be highlighted.
