You need this gouge check option for tube milling. To avoid the gouge the cutter will be retracted to the cut center. The cut center is the center point of your enclosed slice of geometry.
In this example show a simple cut-out through a tube. The green drive surface is machined in parallel z cuts. The red surface is the check surface. With the gouge check the cutter retract along the check surface to the cut center.
