The display of stairs in all views is controlled in the Layer Display Options dialog. See "Displaying Objects".
In floor plan view, stairs display on the floor they were drawn on and are only visible from the floor above if there is a stairwell.
Stairs have an UP arrow on the floor they were created on and a DN arrow when viewed from the floor above.
Although stairs span between two floors, they can only belong to one floor. As a result, only multi-floor views show the upper floor with the platform opening and the lower floor with the staircase simultaneously.
